You’re Invited: Guarding the North: Canada’s Strategic Arctic Future, a Special Conference

Posted By September 8, 2024 No Comments

As global tensions continue to rise, it is easy to lose sight of the looming threats that could significantly impact Canada’s future. While we are often consumed by conflicts far from our borders, there is an urgent need to address the challenges and opportunities in our own backyard—the Canadian Arctic. The Mackenzie Institute is hosting a critical conference, “Can Canada Defend Its Arctic Interests from Domestic and International Challenges?” on September 18th, 2024, at the Albany Club in Toronto. This event will delve into the pressing issues surrounding Canada’s Arctic territories, bringing together experts and leaders to discuss how we can secure and protect these vital regions.

The Arctic: A Strategic and Environmental Crucible

The Canadian Arctic is a vast, remote, and environmentally sensitive area that holds significant strategic importance. It is home to enormous reserves of oil, natural gas, and essential minerals, as well as abundant fresh water and fisheries. As climate change reshapes the Arctic landscape and opens up new navigable waterways, the region has become a focal point of international interest.

Russia’s aggressive expansion into the Arctic and China’s growing research and interest in the region signal a rising geopolitical competition. Even Canada’s closest ally, the United States, has questioned the extent of Canada’s territorial claims. The time has come for Canada to take decisive action to secure its Arctic territories, ensuring that they remain under Canadian control for future generations.

A Whole-of-Government and Whole-of-People Approach

The Mackenzie Institute’s conference is not about assigning blame for past actions or inactions. Instead, it aims to foster a collaborative approach to identifying and addressing the challenges and opportunities in the Arctic. The goal is to stimulate a “whole-of-government, whole-of-people” approach to securing Canada’s Arctic territories and supporting the communities that call the Arctic home.

The conference will feature a full day of insightful discussions, keynote speeches, and panel debates from leading experts in law, history, culture, environment, security, and defense. Topics will include the legal framework of Arctic sovereignty, the history and culture of the Arctic’s Indigenous peoples, the environmental and resource challenges in the region, and the international security threats posed by foreign powers.

Distinguished Speakers and Thought Leaders

The conference’s agenda is packed with notable speakers and panelists who bring a wealth of knowledge and experience to the table. Some of the highlights include:

  • Adam Chamberlain from Gowlings will provide a legal perspective on the Arctic.
  • Madelaine Redfern, former Mayor of Iqaluit, and representatives from the Inuit Development Corporations Association and the Yellowknife Chamber of Commerce will discuss the history, culture, and economic challenges faced by Arctic communities.
  • MGen (ret’d) Scott Clancy, former NORAD Director of Operations, will address Canada’s commitment to NORAD and its role in continental defense.
  • LGen (ret’d) Andrew Leslie, former Commander of the Canadian Army, and RAdm (ret’d) Luc Cassivi, former Senior Officer in the Royal Canadian Navy.
  • US General (ret’d) Glen D. Vanherck, former Commander of NORAD, will close the event with a keynote on Canada’s ongoing role in continental defense.
