Above: Mr. Richard B. Fadden and Dr. Barbara J. Falk present a discussion on the analysis of the global security environment at our conference, “Canada’s Defence Policy Review: The Geopolitical Context 2020-2050” held on January 31, 2017 at the Royal Canadian Military Institute.
Mr. Richard B. Fadden was the National Security Advisor to the Prime Minister from January 19, 2015 to March 31, 2016. Previously the Deputy Minister of National Defence starting in May 2013, he served as the Director of the Canadian Security Intelligence Service from 2009 until 2013. He has also served as the Deputy Minister for Citizenship and Immigration from 2006 to 2009, the Deputy Minister of Natural Resources Canada from 2005 to 2006. President of the Canadian Food Inspection Agency from 2002 until 2005, and Deputy Clerk and Counsel in the Privy Council Office from 2000 to 2002, during which he assumed the additional duties of Security and Intelligence Co-ordinator in February 2001. Over the course of his career, Mr. Fadden worked in a variety of different positions across the Government of Canada, including the Department of External Affairs, the Office of the Auditor General of Canada, Natural Resources Canada and the Treasury Board Secretariat.
Mr. Fadden holds a Graduate Diploma in Law from the University of Ottawa, a Bachelor of Laws from the Université de Montréal, and a Bachelor of Arts (Political Science) from McGill University. He is a native of the province of Quebec.
Dr. Barbara Falk holds a Bachelor of Arts in Political Science from the University of Victoria, a Master’s Degree and a PhD from York University, and a Master’s of Studies in Law from the University of Toronto. Dr. Falk joined the academic staff of the Canadian Forces College (CFC) as an Associate Professor in September of 2006, after teaching for over 10 years in a number of post-secondary contexts, most recently at the Munk School of Global Affairs at the University of Toronto, where she is a Fellow of the Centre for European, Russian and Eurasian Studies, and has taught in two of their graduate programmes. Before returning to academic life, Dr. Falk worked for ten years in progressively responsible management positions in women’s issues, human resources, and labour relations in both the public and private sectors. Among other positions, she was Director of Human Resources at Sony Music Canada, and Director of Compensation and Labour Relations Policy for the Government of Ontario.
