On June 16, 2016, Central Intelligence Agency (CIA) Director, John Brennan testified before the Senate Select Committee on Intelligence on the status of the CIA. He warned lawmakers of the continued threat that the Islamic State of Iraq and the Levant (ISIL) poses to the United States and around the world. His assessment was that “ISIL is training and attempting to deploy operatives for further attacks” and “has a large cadre of Western fighters who could potentially serve as operatives for attacks in the West.” He indicates that infiltration by the latter could be done through the smuggling of refugees and legitimate means of travel.
